If your PC is connected to others through local area network (LAN), and you want to be informed at all times of the people who access your shared files, Net Share Monitor is capable of carrying out this task specifically from Windows, and it's free.

Net Share Monitor is an easy to understand program which gives information about users who access the files you share from your PC: username, "host address", file sharing, etc. Thus, with Net Share Monitor you'll know which files you share, who you share them with, how many times you share them, etc.

Running in the background, Net Share Monitor alerts you when any user connected to the LAN with you accesses files from your shared folder. Thus, you can place Net Share Monitor also between security and privacy programs.
